Respected Madam,
In continuation of our Association letter of even no. dated 28.03.2011 and 11.04.2011, it is further brought to your kind notice that Post Office Guide Part II and Foreign Post Manual are not available on the India Post Website. In view of this, it is requested to kindly ensure that there will be no deviation in setting the Question Papers and questions will be from the Postal Manuals appearing on the India Post Website.

2. Department took a decision to conduct the PS Group “B” examination by Multiple Choice Questions vide letter no. 9-59/2010-SPG dated 8/3/2011. It was mentioned in this letter that there will be two Papers each having 150 MCQs of two marks each. Now, marks allocation of Paper I has been modified vide letter no. 9-59/2010-SPG dated 21-04-2011 and 25 MCQs of two marks each have been given relating to current affairs and two paragraphs of 200 words having 25 marks each to be written on separate answer sheet has been added. Our Association is of the view that this change will defeat the purpose of timely declaration of result as it is understood that paragraphs will be evaluated by different examiners manually. As such, there will be every possibility of inviting complaints from different quarters as well as litigation.

3. In view of para 2, it is suggested that MCQs relating to current affairs should be raised to 50 instead of 25 and paragraph writing may be abolished as this will enable the Department to announce the result well in time as there will be no manual process in the examination.

It is humbly requested that the above suggestions may kindly be considered positively by the Department and suitable amendments may be made in the marks allocation of Paper I of PS Group “B” examination.

ASPOs cadre is gazetted cadre and the officiating arrangements will be issued by CO only. In the said case, no orders are issued either from this office or CO. Hence the question of payment of officiating pay does nor arise. (Item closed)

Additional Questions to be included in inspection Questionnaire for inspection of SB/SC branches of BOs/SOs/HOs

Vide SB order no 04/2011 (F.No.25-04/2009-FS(Vol-I) (pt.) dated 01-04-2011, Postal Directorate prescribed additional questions for inspection of Savings Bank/Savings certificates Branches of all categories of Post offices so as to implement the AML/CFT norms i.e KYC/CDD of Depositors/Holders in Small Savings Schemes and Remittances in post offices.The prescribed questions are to be attempted by all Inspecting Authorities during the regular course of Annual Inspection of post offices to be carried out from 1.4.2011. Question related to EDBOs are to be included in the normal Inspection Report and reviewed as per normal procedure. However, questions relating to SOs and HOs should be separately written as Annexure to the Inspection Report of the office which will be reviewed by Divisional/Regional/Circle office on the basis of Methodology given in the enclosed SB order. Quota of IP Line in PS Group “B” Examination on introduction of Postmaster cadre in Postal Wing.

Sub: Quota of IP Line in PS Group “B” Examination on introduction of Postmaster cadre in Postal Wing.

Respected Madam,
It is brought to your kind notice that there are total 866 posts in PS Group “B” cadre. As per present Recruitment Rules of PS Group “B”, 75% posts i.e. 649 posts are filled up from IP Line officials by promotion and remaining 25% posts i.e. 217 posts are filled up through LDCE of IP Line/General Line officials. At present an IP having 24-26 years in Inspector, Posts cadre is getting regular promotion in PS Group “B” cadre.
Now, on introduction of Postmaster cadre vide no.4-17/2008 SPB –II dated 22.11.2010, 116 Posts of Sr. Postmaster have been earmarked by the Department. Out of these 116 posts, 29 posts (25%) will be filled up by promotion of general line officials through DPC and remaining 87 posts (75%) will be filled up through LDCE of IP Line officials.
From the above, it is clear that 116 posts taken out from P.S. Group “B” cadre have affected the promotional avenue of 75% quota of IP Line officials by promotion through DPC.
In view of above, it is requested to kindly intervene and take 116 posts of Sr. Postmaster from 217 posts (25%) of PS Group “B” earmarked to be filled up through LDCE of IP Line (19%)/ General Line (6%) officials only by reducing their quota appropriately in PS Group ”B” so that introduction of Postmaster cadre in Postal Wing should not have any cascading effect on IP line officials through DPC for 649 posts (75%) of PS Group “B” cadre otherwise introduction of Postmaster cadre will increase the span of promotion of IP Line officials which has already been decreased. It is suggested to identify the posts of PS Group B and Senior PM for IP & General Line as given below:-

Placing of immovable property Returns in Public Domain

The annual property return as on January 1, 2011 of members of All lndia Service and other Group 'A' Central Service Officers will be placed in the public domain(Govt Web sites) as per the orders of Govt of India communicated vide Circular no F.No.1117I2011-EO(PR) dated 04-04-2011 of Dept of Personnel and Training which is reproduced below.

Subject:- Submission of Immovable Property Returns by IAS officers for the year 2010 (as on 1. I,2 011) - Placing on the public domain -regarding.
Sir,
As per Rule 16(2) of AIS(C onduct)Rules, 1968, all the members of the Service are required to submit their Immovable Propefty Returns (IPRs) latest by 31'' January every year. Vide this Department's circular of even number, dated 22" December, 2010, all State Governments and Central MinistrieslDepartment were requested to forward Immovable Property Returns of all IAS officers for the year 2010, to the Department of Personnel and Training (DOPT). latest by. 15Ih February, 201 1. Subsequently D.O. letter were issued to all Chief secretaries by Secretary, DOPT to forward the lPRs of all IAS officers borne on their cadre latest by 26Ih March, 201 1.

2. It has been declded'that officers who do not submit the property return in time would be denied Vigilance Clearance and will nob be considered for promotion and empanelment for senior level posts in Government of lndia. Government of lndia have also decided that the annual property return as on January 1, 2011 of members of All lndia Service and other Group 'A' Central Service Officers will be placed in the public domain.. .

3. Against this backdrop; it is once again requested that lPRs all IAS officers working in the State Governments and Central MinistrieslDept. be forwarded to reach us positively by 5 P.M. on 20.4.2011.
4. The decisions of Government of lndia contained in Para 2 of this circular may be brought to the notice of the officers concerned and they be requested to adhere to the time line indicated in Para 3 above. Branch post offices Computerisation

PROJECT IMPLEMENTATION STRUCTURE:

The IT Modernization Project of India Post has been designed to be implemented in eight contracts, Contract-I relates to Branch Post Offices.

CONTRACT-I RURAL ICT HARDWARE FOR BRANCH POST OFFICES:

The Vendor will supply and install Rural ICT Hardware devices and provide for network connectivity – to approximately 1.30 lakh GDS Branch Post Offices which will enable Branch Post Offices to perform all transactions electronically.

RURAL ICT AND GDS EMPLOYEES:

Rural ICT Solutions aims to significantly improve the day to day operations performed at Branch Post Offices in the following ways.

1. All the Postal, Savings Bank and RPLI functions would be performed through the devices; thus manual record keeping would be reduced.

2. The BO Daily Accounts and B.O. Summary would be automatically generated and electronically sent to the Accounts Office and Central Server.

3. Specimen Signature Book would be replaced by an advanced biometric method of authentication.

4. All new PLI applications forms will be processed through the devices thus resulting in faster issue of Polices.

5. Improved disbursement of money orders at the Branch Post Offices as a result of enhanced cash management systems.

6. Utility bills like telephone, electricity, water etc can be accepted online through the device in the future and electronic receipts can be given to the consumers.

7. MGNRES payments shall be done using the Rural ICT devices allowing the GDS Post Office to validate the identity of an individual through biometric data, thus reducing verification time and avoiding unauthorized users.

Sub:Sub:- Limited Departmental Competitive Examination for promotion to the cadre of Postal Service Group’B’-2011 to be held on 15th May 2011.

Sir/Madam,

I am directed to refer this office letter No. .A-34012/2/2010-DE dated 16th March, 2011 wherein the calendar of PAs/SAs Direct Recruitment and Departmental Examinations for the year 2011 was communicated.

2. Accordingly the PS Gr. B examination 2011, will be held as under :-

Note : Postal / Sorting Assistants placed in TBOP/BCR/MACPs scales, which are only Financial Up-gradations, are not entitled to appear for the Examination.

2. The syllabus for the PS Group B Examination 2011 is enclosed at Annexure-I and the schedule for conducting the Examination is enclosed at Annexure-II. The Examination will be of Objective Type Multiple Choice Questions (MCQ) and with the use of carbonless (duplicate) Optical Mark Reader (OMR) Answer Sheets. A separate sheet will be provided for writing of Paragraph other than MCQ Test Booklet.


3. It is intimated that the Question Papers for the said Examination (other than the Paragraph Writing & Current Affairs) will be set within the ambit of the various Postal Manuals which are made available on the Indiapost Website/various instructions issued by the Department from time to time/approved reference books notified in the enclosed modified syllabus. However, the Examination will be held without the aid of Books.
