Allotment of Surplus Qualified OC candidates of IP Exam 2009 Held on 4th to 6th June 2010

Directorate has made Allotment of Surplus Qualified OC candidates of Inspectors of Posts Examination for the year 2009 held from 4th - 6th january 2010 to fill up the unfilled vacancies of other Circles vide letter No.A-34013/01/2009-DE(Pt.1) dated 30.6.2011. The list containing 118 surplus qualified candidates including 26 lady candidates alloted to other/home circles as per their merit in the list and options given by them. Names of 12 candidates of SC Category and 1 candidate of ST Category who secured qualifying marks prescribed for OC candidates(40% in each paper and 45% aggregate of all five papers) with out relaxed standards were also included in the list to fill up the OC vacancies.Click here to view the list.
The request of Andhra Pradesh Circle to permit the two surplus qualified candidates of IP examination 2007 (Revised list) to join in AP circle has been agreed. In respect of surplus IP candidates of previous Examination years who are working in Circles other than their home Circle, Directorate has issued instructions for taking up their cases with SPN Branch of Directorate for transfer under Rule 38 of Postal Manual Vol.IV.
From AP circle, the following three candidates qualified and all the three candidates got allotment to AP Circle.

This time,Inspector Posts Medak North was made scapegoat


We had the past experience with the Administration that whenever a fraud case of high volume came to light, they will fall on the Sub Divisional IP/ASP concerned first even before initiating action on the staff directly contributed to the fraud at down level. Example, Inspector Posts Ramachandrapuram Sub Dn was kept under suspension on the charges of contributory negligence when frauds committed by SPM  MIG Colony-RC Puram  SO of Sangareddy Dn came to light in the year 2007.

Same story repeated now in the same region. SPM Machavaram C class  SO of Medak Dn has involved in  frauds to a tune of more than one crore in silent SB accounts. The modusoperandi is making entries of fictitious deposits in concerned SO ledger cards of silent SB accounts, Posting the same fictitious deposit entries in HO records also by trespassing Sanchaya post pacakage in HO computers and withdrawing the amounts later on at SO. The Official joined at the SO on 01-06-2010 and the frauds commenced on 12-08-2010. The fraud came to light on 30-05-2011 and the SPM is at large from 31-05-2011.
But, the administration enthusiastically kept the Inspector Posts Medak North sub Dn under suspension today, may be on same old reasons of “contributory negligence” unmindful of the conditions governing the “Suspension”. We are taking stock of the situation and will put efforts through the available channels to do justice to our member.

OPTIMIZATION OR LIQUIDATION?

 The Mail Network Optimization Project (MNOP) has become Mail Network Liquidation Project (MNLP). Implementation of the "Speed Post hub" experiment has resulted in reducing 315 National Speed Post Centres to 89 speed post hubs.  Introduction of the "First Class Mail hubs" will result in gradual extinction of 366 RMS Mail Sorting Offices.  Delivery hubs will further result in withdrawal of delivery from hundreds of Urban Post Offices.  The proposed closure or merger of 9797 urban Post offices will sound the death-knell of Post services.  Is it optimization or liquidation?

CBDT Notification on exemption of Filing IT return

The Central Board of Direct Taxes has notified the scheme exempting salaried taxpayers with total income up to Rs.5 lakh from filing income tax return for assessment year 2011-12, which will be due on July 31, 2011. Individuals having total income up to Rs.5,00,000 for FY 2010-11, after allowable deductions, consisting of salary from a single employer and interest income from deposits in a saving bank account up to Rs.10,000 are not required to file their income tax return.

JCA talks with DOP inconclusive - JCA decided to go ahead with strike preparations

Secretary(Posts) took a meeting with the postal JCA leaders on 6.6.2011 and 7.6.2011 at Dak Bhavan to discuss the charter of Demands enclosed with the Indefinite strike notice.To view the minutes of the said meeting, Click here.
The JCA announced that the meeting ended inconclusively due to JCA strong protest and decided to go ahead with preparation for indefinite strike from 05-07-2011.

Interest earned on Post Office savings accounts to be taxed from current fiscal


The government has decided to levy tax on the interest obtained on Post Office savings schemes from the current financial year.

The Central Board of Direct Taxes ( CBDT )) has brought out a notification in this regard recently, which stipulates that any interest earned beyond Rs 3,500 (in case of individual accounts) and Rs 7,000 (in case of joint accounts) will be taxable from the running fiscal.

The CBDT-- which is the administrative authority of the Income Tax Department-- has issued the notification to all the tax collection ranges across the country for implementation.

Taxpayers will have to reflect this investment on their income tax returns.

"Taxpayers who now invest in the post office saving accounts schemes will now have to show the interest earned on this scheme while filing their income tax returns. Interest upto Rs 3,500, in case of single accounts and and Rs 7,000 in case of joint accounts, is exempted," a senior I-T official said.

The Assessing Officer (AO) will compute the tax on the interest earned, beyond the exemption limit, accordingly, he said.

The current interest rates for Post Office savings deposits is 3.5 per cent per annum.

The minimum investment limit in this scheme is Rs 50 while the maximum limit is Rs one lakh for an individual account and Rs 2 lakh in case of a joint account.

Infosys pips TCS to clinch postal contract


Infosys Technologies, India’s second-largest information technology (IT) services company, is understood to have bagged the first of the Department of Post’s IT modernisation contracts.
The Bangalore-based company pipped its bigger domestic rival, Tata Consultancy Services (TCS), to clinch India Post’s ‘rural information and communications technology (ICT) system integrator (SI)’ contract, worth about Rs 100 crore.

Infosys declined to comment, while the India Post official concerned could not be reached despite repeated attempts. India Post is embarking on a massive IT modernisation programme under the ‘India Post 2011’ plan. As part of this, the department has split the programme into eight projects.

According to highly-placed sources, the department has already issued requests for proposals for six contracts. The ‘rural ICT SI’ contract is said to be the first of the eight contracts. According to the terms of the contract, Infosys will be responsible for enabling the Gramin Dak Sewak post office to perform e-transactions.

The department has the largest postal network in the world, with 155,669 post offices. About 89 per cent of these are in rural areas, according to its website. So far, only 12,604 head post offices and sub-post offices have been computerised.

Ever since Infosys established a separate business to focus on the domestic IT outsourcing market, it has been aggressively participating and winning government contracts. It is working with the income tax department in managing the centralised processing centre that processes all electronically-filed returns and a part of the paper filings.
The project recently bagged the Gold award in “excellence in government process re-engineering” at the 14th National e-Governance Conference. India contributes about two per cent to Infosys’ total revenue.

Meanwhile, the bidding process for India Post’s Rs 1,000-crore ‘core system integrator’ contract is on.

This is touted as the largest of the eight contracts. Capgemini, Accenture, IBM, HP, TCS, Infosys, HCL and Wipro are some companies believed to be participating in the contract, expected to be finalised in two months.

India Posts’ IT modernisation initiative is expected to create over Rs 5,000-crore opportunities for IT services and hardware companies.

Participation in Strike by IP/ASP association

In response to the Email/SMS sent to all CHQ Office Bearers and Circle Secretaries on 10.06.2011, two Circle Branches have not replied so far. One Circle Branch is defunct. 19 Circle Branches have replied as follows:

Draft Charter of Demands of of IP/ASP Association

Draft Charter of demands of our Association, in case of serving of strike notice, has been prepared by CHQ on request from some Circle branches. All the members are requested to go through it and submit their suggestions if any, through email/SMS/comments on the blog.

i. Up-gradation of Grade Pay of Inspector, Posts from Rs. 4200/- to Rs. 4600/- and merger of post of Assistant Superintendent, Posts with the post of PS Group “B” as both are having Gazetted status and difference in Grade Pay is only Rs. 200/-

ii. There are 866 posts in PS Group “B” cadre. At present 75% posts i.e., 649 are filled through DPC on the basis of seniority cum fitness. 19% posts i.e., 165 are filled through LDCE among IP line officials and 6% i.e., 52 are filled through LDCE among General Line officials. Consequent upon the introduction of Postmaster cadre, there should be no change in 75% posts i.e., 649 posts through seniority quota. 87 posts of Senior Postmaster to be filled up through LDCE of IP line officials should be adjusted in 165 posts of existing examination quota of PS Group “B”.

iii. Consequent upon the introduction of Postmaster cadre, suitable amendment may be made in Recruitment Rules of PS Group “B” cadre revising quota of General Line from 6% to 3%.

iv. Implementation of the recommendations of Second CRC and restructuring of Inspector, Posts cadre as an Inspector is getting promotion in P.S. Group “B” only after 24 to 26 years of service in Inspector, Posts cadre.

v. Revision of rates of remuneration for performing duty as Invigilators in the examinations.

vi. Supply of Laptops to all IPs/ASPs.

vii. Promotion earned through examination should be not be counted while granting MACP.

viii. 141 HSG I IP line posts may be re-designated as Assistant Superintendent Posts as it is a promotional for Inspector, Posts.

ix. Holding of periodical meetings with the Association at regular intervals. No periodical meeting has been held since long time despite submission of agenda for the same.

Extension of support to proposed indefinite Strike from 05-07-2011

All are well aware that CHQ has already extended its support to the indefinite strike call from 5th July 2011 given by Postal JCA comprising NFPE, FNPO and GDS Unions.General Secretary requested to consult our CWC members and take a decision whether we should also go for strike and issue notice to the Department for strike with effect from 05.07.2011 for non settlement of our cadre issues and inform our Circle decision by 13.6.2011. Government Panel recommendations on small Investment Schemes

NEW DELHI: A government panel, set up to review the small investment schemes of post offices and banks, has recommended discontinuation of the popular Kisan Vikas Patra, among other changes.

The committee has also proposed a 0.5% raise in the interest rate for post office savings account to 4%, reduction in the maturity period of National Savings Certificates (NSCs) to five years from six, and raising the annual contribution limit in Public Provident Fund ( PPF )) toRs 1 lakh, from the current Rs 70,000.

The panel, headed by Reserve Bank of India (RBI) deputy governor Shyamala Gopinath, submitted its report to the finance minister on Wednesday, a finance ministry statement said.

The proposals are in line with the suggestions made by experts, the RBI and commercial banks to ensure transparency, have market-linked rates, and reform the small savings plans offered by the government.

If the proposals are accepted, it could lead to big changes in the way the National Small Savings Fund (NSSF) is managed and the returns it generates for investors.

The finance ministry had formed the panel after it accepted the recommendations of the 13th Finance Commission to examine all aspects of the National Small Savings Fund.

To address the need for a long-term investment instrument, it has recommended introduction of a 10-year NSC scheme. The panel has also adviced benchmarking of interest rates on other small savings schemes to rates of government securities of similar maturity with positive spread of 25 basis points with two exceptions.

The first is 100 basis points spread for senior citizens' schemes, keeping in view its social objective, and the second is 50 basis points spread for the recommended 10-year NSC, keeping in view of its higher illiquidity.

These rates may be notified by the government afresh at the beginning of every financial year based on the average yields on government securities in the previous calendar year.

Bankers say the recommendations are in the right direction. "We will have to study them in detail, but it certainly looks like a first step in the right direction," said RK Bansal, executive director, IDBI Bank .


The committee has proposed that the mandatory component of investment of net small savings collections in state government securities be reduced to 50%. States can access up to 80% of NSSF for financing their annual expenditure.

The funds are given as a 25-year loan carrying 9.5% interest, higher than rates at which states can borrow from the market.

The balance amount could either be invested in central government securities or could be on-lent to other states on basis of requirement or could be lent for financing infrastructure projects requiring long-term finance, according to the panel.

It has been proposed that the tenure of these loans may be reduced from the current 25 years, including moratorium of 5 years, to 10 years.

Increase of Allowances and Advances by 25% from 01.01.2011 as per the 6th CPC recommendations

Directorate clarification on Syllabus & Supply of Model Question papers in New Examination System

A copy of Postal Directorate Letter No. A-34020/08/2010-DE dated 30.05.2011 on the above subject is reproduced below :-
I am directed to say that after introduction of New Examination System in the Department of Posts, Applications under RTI Act 2005 are being received from several candidates seeking following clarifications on the syllabus prescribed for different examinations :-
(i) Intimate the Postal Manuals in which the syllabus/subjects are available ;
(ii) What is meant by " Accounts" ?
(iii) What is meant by " Material Management" ?
(iv) Model Question Papers suggested by the Examiners to the Department for adoption in the Examination ;
2. It is clarified that as per the new system of departmental examinations, all the Question Papers will be objective type Multi Choice Questions (MCQ) pattern and no books are prescribed. Candidates have to acquire knowledge from the following sources :
(i) With reference to the available Postal Manuals in the PSDs/ Indiapost Website.
(ii) Approved reference Books like FRs/SRs, Manual of Office Procedures, Marketing etc.which are already available in the market and also
(iii) From the experience gained by the candidates in their day to day work.
3. It is also informed that there is no scope for supply of Model Question Papers as the Question Papers will be objective type (MCQ pattern) and will mostly be given on the subjects prescribed in the syllabus and a single answer has to be given by the candidate. This may be circulated among all the candidates.

Subject: - Extension of PPF Scheme up to Post Offices with sanctioned strength of 2+1 ('A' Class Post Office) w.e.f 1.7.2011.

Sir / Madam,

The undersigned is directed to say that PPF Scheme was introduced by the Government through PPF Act 1968 and was initially made operational through designated bank branches. The Scheme was introduced up to Head Post Office level w.e.f 1.1.1979 and further extended up to LSG Post Offices w.e.f 1.7.1988. A review has been undertaken in this office to expand its operations to other Post Offices and it has been decided to expand the operation of this scheme up to 'A' Class Post Offices i.e where one SPM and 2 PAs are sanctioned.

2. The scheme will be made operational in such post offices w.e.f 1.7.2011. It is pertinent to mention that the scheme is a centralized one under which second set of data is to be maintained in SBSO at HPOs like savings account and all functions like Opening of account, registration of nomination, Interest Calculation, Sanction of Loan, Sanction of Withdrawal, Closure Sanction etc. are to be done at HPO level.

3. It is requested to circulate this letter to all Head Post Offices and 'A' Class post offices along with sufficient copies of all related forms/ledgers so that no one can find it difficult to make the scheme operational. It may also be ensured that working strength of such post offices may not become single handed at any point of time. Copy of PPF Rules framed by Min. of Finance under PPF Act 1968 and PPF operative rules given in POSB Manual Vol-I are enclosed for circulation to such post offices.

Clarification on Payment of deposits/certificates belong to minors

Subject: - Payment of deposits/certificates belong to minors- a clarification regarding.

Sir / Madam,

The undersigned is directed to say that this office is in receipt of complaints regarding insistence of issuing cheques of maturity/premature value of deposits/certificates in the name of minors instead of guardians by some post offices when at the time of payment, the minor not attained majority causing hardship to the depositors/certificate holders.

2. This issue has been examined in detail in this office and based on the provisions made in Section 10 of the Government Savings Bank Act 1873 and Section 5 of the Government Savings Certificate Act 1959, following clarification is being issued:-

In case of accounts:-

Payment of deposits to minor or guardian:-

(a) In case of Minor Account opened by guardian on behalf of minor where at the time of payment minor not attained majority, all payments should be made to the guardian after taking prescribed certificate. In case, minor attained majority before date of payment, prescribed procedure for conversion of account from the name of guardian to the name of minor who attained majority should be followed and payment should not be made to the guardian.

(ii) In case of individual accounts opened by minors of the age of 10 years or above in Savings/RD/TD or MIS schemes, all payments should be made to the minor himself who made the deposits irrespective of minor attained majority or not.

In case of certificates:-

Payment of certificates to minor or guardian:-

(i) In case of certificates purchased by guardian on behalf of minor, where at the time of payment, minor not attained majority, all payments should be made to the guardian after taking prescribed certificate. In case, minor attained majority before date of payment, prescribed procedure for conversion of certificate from the name of guardian to the name of minor who attained majority should be followed and payment should not be made to the guardian.

(ii) In case of certificates applied by minor and issued in the name of minor, all payments should be made to the minor himself who applied for issue of certificates irrespective of minor attained majority or not.

3. It is requested to bring this clarification to the notice all post offices for strict compliance.

4. This issues with the approval of DDG(FS).
