Dearness Allowance from July 2011 will be enhanced from 51% to 58%

AICPIN for the month of June has been released yesterday and  it is increased by 2 points from 187 and it closed at 189.Basing on it,  the additional Dearness allowance for Central Government employees and pensioners will be enhanced by 7% from July 2011. It will be announced in  the second week of the September 2011 after cabinet approval.

        In the past, we had attended informal meeting called by Shri A. K. Sharma, the then DDG (Estt.) in January-2011 alongwith JCA leaders. Hence, it is requested that our review proposal submitted on 08.07.2011 may kindly be ordered to be considered by the Committee formed on 12.07.2011 and our association should also be nominated as amember on the staff side.

Cat case on IP Grade pay- Update

OA No. 381/10 came up before the Tribunal on 27.7.11. When the proxy respondent's Counsel sought adjourment on health grounds the Tribunal adjourned the case to 8.8.11, making it clear that no further adjourment will be permitted.

Roop chand General Sccretary, accompanied by Sh. S. Ravi, AD (RB) & Sh. Ajit Kumar, ASP (PMU) visited Directorate on 22-07-2011 and met with Sh.V. K. Tiwary, DDG (Rectt.& Pet.) holding additional charge of DDG (Estt.) in his chamber on the advice of the Secretary (Posts). Sh. Raj Kumar, Director (Estt. & DE) was also present during the course of the meeting.
All issues included in our charter of demands were discussed in detail. The DDG (Rectt. & Pet.) heard our views positively and assured  that files on all issues in the charter of demands are under process by the Department.G.S and team stressed for upgradation of GP of IP from Rs.4200/- to Rs. 4600/- and as well as review of cadre restructuring in respect of Inspector, Posts cadre. 
SR Division of the Postal Directorate has called for action taken report on our charter of demands from all concerned Divisions on 18.07.2011. Formal meeting to discuss our charter of demands is likely to be conducted by the Department shortly.

It was learnt through reliable sources that process is going on at Directorate to finalize the PS Group B DPC 2011 as early as possible and club the circle allotments of PS Group B examination 2011 candidates(LDCE held on 29.05.2011) with DPC promoted candidates.It was also learnt that announcement of Group B DPC result and circle allotments of the Group B Examination 2011 candidates will be done with in one month i.e before 15th Auguest 2011.

Clarification on production of Original D.C in SB/SC deceased claim cases

While circulating the new procedure for payment of amount of Savings Bank/Certificates of deceased Depositors/Holders vide SB order no 25/2010 dated 24-12-2010, It was made mandatory that only original copy of the proof Death  is to be accepted as valid proof of Death.Now it was clarified by Directorate vide SB order no 12/2011 dated 12-07-2011 that original proof of Death produced along with claim application may  be returned to the claimant by the Incharge of the post office where claim papers are submitted irrespective of the status of the post office after recording the remark "Compared with original and found correct" on photo copies of the Proof of Death.

CHQ News - Induction Training to IP candidates

It has been decided by the Postal Directorate that induction Training is to be imparted to all Direct Recruit IP candidates at PTC, Mysore and for all Departmental IP candidates at PTC, Vadodara very soon. The dates for the training programme will be decided by the both PTCs and seats allotted.
IP induction training for all Departmental IP candidates (Merit/Surplus/Qualified/Review result candidates) upto IP Examination 2008 in respect of all Circles and APS will commence at PTC, Vadodara with effect from 01.08.2011 to 19.11.2011 as decided by PTC, Vadodara.
All Surplus IP candidates of IP Examination 2009 whose result has been declared by the Postal Directorate on 30.06.2011  will get induction training in due course.

The undersigned is directed to refer to this Ministry’s O.M. No.S.14025/10/2001-MS, dated 31-12-2002 on the subject mentioned above and to say that the issue of further revision of consultation / visiting / injection fees of different categories of Medical Officers (Authorized Medical Attendants) appointed for the treatment of Central Government employees and their dependent family members covered under CS (MA) Rules, 1944 of various Ministry / Departments / States / Union Territories has been under consideration of this Ministry for sometime. It has now been decided to revise the same as indicated below

New Postal Bill sent for Cabinet approval


The Department of Posts has sent the draft postal bill for cabinet approval to replace the archaic Indian Post Office Act 1898. The draft Post Office Bill 2011 aims to open the letter mail segment to the private sector in 15 years by withdrawing all exclusive rights to India Post and removing all pricing curbs on private courier companies. In the run-up to the complete deregulation , the draft bill has proposed to open the express mail segment (EMS) with a "reserve area" of 50 gm for all articles at a price multiple of twice the government EMS rate. The bill, which is likely to be introduced in the forthcoming monsoon session of Parliament, has also proposed to simplify registration and licensing of couriers.

Enhancement of Honorarium for Examiners/Invigilators

 The item of "Enhancement of honorarium to Department officials engaged for Examination duty" came up for discussion during Departmental Joint council meeting (JCM).The Department replied (Item 57 of ATR) that the proposal for enhancement of honorarium for Examiners/Invigilators was submitted to Internal Finance Wing for consideration on 01-06-2011 and final decision taken will be communicated soon.

Clarifications on constitution of Divisional Scrutiny Committee for grant of MACP

Directorate has issued detailed clarifications on the above subject matter vide  letter No. 4-7/(MACPs)/2009-PCC Dt. 30.06.2011.
(i) Where screening Committee’s have not already met, it should be completed within one month before 30.07.2011.(ii) If screening Committee’s already met and not considered cases, the revised ACR should be communicated to concerned officials and called for his representation within 15 days. That may be decided by the next higher officer.(iii) The Screening Committee may be constituted thereafter, and consider those cases of left out early.

The following redesignation of posts was made vide CO letter no ST/12-1/2011 dated 29-06-2011.
1.The post of A.D (Staff) C.O is redesignated as A.D (Accounts).
2.The post of APMG(Vig) C.O is  redesignated as APMG(Staff &Vig) by attaching Staff matters.
Hereafter, APMG(S&V) will look after all staff matters including IP/ASP promotions, Allotments, DPCs etc.


JTS DPC - An end less wait

Department of Posts had drawn a list of 299 Group ‘B’ officers to be considered for elevation to JTS against the vacancies for the year 2010-11 and 2011-12.   Since then 99 officers superannuated awaiting their elevation to JTS.  As on 1-07-2011 only 200 officers are left out.  10 officers are superannuating during July, 2011.
