Subject : Induction Training to PA/LGO Candidates

1.         It has been ordered vide Postal Directorate vide letter No.60/11/2011-SPB-1 dated 16.09.2011 that the PA/SA LGO candidates selected through departmental examination will be imparted a brief in house training of two weeks pending regular institutional induction Training at Postal Training Centres.  It has been further stated that the two week’s training shall be finalized by the Heads of the Circles in consultation with the Training Division.

2.         In respect of direct recruit Pas/SAs, para (6) of Postal Directorate letter No.60/9/2010-SPB-1 dated 10.11.2010 had stated that pending their training, the Circles may issue their posting orders and commence their inhouse training by chalking out the course as far as course based on the PTC syllabus depending on the resources available with them.  Accordingly direct recruitment Pas/SAs were imparted in house training at Circle level before they were deputed to PTCs.  It is, therefore, requested that the PA/SA LGO candidates selected through departmental examination may also be imparted in house training of two weeks similar to the one done in respect of direct recruit Pas/SAs.

India Post Ties-up with MoneyGram International for Money Transfer Solutions

   India Post, the largest distribution postal network in the world, and the MoneyGram International, the fastest growing global money transfer company joined hands today to offer convenient money transfer solutions to Indians. Shri Kapil Sibal, the Union Minister of Communications and Information Technology commenced the scheme by conducting a remittance transaction through the MoneyGram service and displayed the ease in the transaction through the new system. The transaction was made from UAE to Delhi.

Subject: Guidelines regarding grant of ‘Vigilance Clearance’ to members of Central Civil Services / Posts.
The undersigned is directed to say that it has been decided by the Government that officers who have not submitted the Annual Immovable Property Returns by the prescribed time would be denied vigilance clearance and Will not be considered for empanelment for senior level posts in Government of India.
2. Accordingly, in this Department’s OM No. 11012/11/2007-Estt.A dated 14.12.2007, laying down guidelines regarding grant of vigilance clearance to members of Central Civil Services / Posts, in para 2 a new sub-para (f) will be inserted as under:
(f) Vigilance clearance shall be denied to an officer if he fails to submit his annual immovable property return of the previous year by 31stJanuary of the following year, as required under Government of India decisions under Rule 18 of the Central Civil Services (Conduct) Rule, 1964.

Solidarity to the members of IP/ASP Kerala Circle Branch

IP/ASP association Kerala Circle Branch has  launched a joint agitational programme against Sri George Ninan PMG (Central Region) Kochi,Kerala circle by joining hands with other service unions viz NFPE and FNPO and Officers Association. A JCA has been formed and a relay dharna programme is currently going on infront of RO Kochi on behalf of the JCA. The protest is mainly against the anti -labour, autocratic and perverted action and misbehaviour committed by the PMG against some of our members and other officers and also against the negative attitude shown by him towards the technological ventures launched in CR and other business oriented activities which has put the Circle in a bad shape.
As part of the agitational programme, a momorandum was proposed to be given to the PMG on 6.9.11 of which the PMG was informed in advance. However, without waiting to receive our memorandum, PMG proceeded to Kottayam Divisional Office wherein he was gheraoed by the staff till 7.00 PM. As a follow up programme, a 10 days relay dharna was announced which commenced on 20.9.11, which is coming to an end on 3.10.11 with a grand demonstration and dharna in front of RO on the said date. The future course of action will be chalked out soon.

Removal of ceiling of maximum balance to be retained in PO SB account - amendment to Rule - 4 of POSB Accounts Rules-1981

Subject:- Removal of ceiling of maximum balance to be retained in a post office savings account- amendment to Rule-4 of the Post Office Savings Account Rules 1981 regarding.
Sir/Madam,
The undersigned is directed to say that issue of removal of ceiling of Rs.1 lac in single savings account and Rs.2 Lac in Joint Savings Account fixed in the year 2000 was under consideration in the Min. of Finance (DEA). This issue was linked to the benefit of exemption in Income Tax on the interest earned in Post Office Savings Account under Section10(15) (i) of Income Tax Act, 1961 by the CBDT and Min. of Finance (DEA). After sustained efforts on the part of this Directorate, Min. of Finance (DEA) has now amended Rule-4 of the Post Office Savings Account Rules 1981 vide G.S.R.681(E) F.No.2/5/2006-NS-II dated 15.9.2011 (copy enclosed). Some major benefits of this amendment are given below:

Declination of appointment to the post of PM Grade I

Classificatory orders issued by Postal Directorate on above subject matter vide letter No. 4-24/2011-SPB-II dated 26 Sep, 2011 are  reproduced below :-

            I am directed to refer to Directorate's letter of even number dated 9.8.2011 on the above subject and to say that in the aforesaid letter the Circles were advised that declination of appointment by the candidate to the post of Postmaster Grade-I after passing the Departmental examination, but before his appointment ,may be accepted.
2.         References are being received seeking clarification with regard to acceptance of declination of appointment by the candidate to the post of Postmaster Grade-I after issue of order of appointment but before joining by the candidate to the post of Postmaster Grade-I.
3.         The Directorate's letter of even number dated 9.8.2011 is very clear. Declination of appointment by the officials can be accepted by the Circles only if the same is received before issue of order of appointment. No deviation is permissible in the matter.

proceedings of CWC meeting PATNA


Centarl working committee meeting of All India Association of Inspectors and Asst.Supdt Posts was held at Patna on 23/24-09-2011. Out of 21 Circles, representatives from 17 circles including AP attended  the CWC. Sri S.Samuel and Janardhana Sarma, Ex General Secretaries of our assciation have also attended the meeting as special invitees and participated in the deleberations.The CWC deleberations  mainly focussed on the Merger of IP / ASP Cadre and getting Grade pay of Rs 4600/- to Inspector Posts. Initially,the members demanded the G.S to clarify the circumstances that led him to float revised proposal of “merger of ASP with IP with Grade pay of rs 4600/- and without gazetted status”, which is completely differed with the proposal finalized in Ambaji CWC meeting. The G.S clarified that the Department is not in favour of accepting  the proposal of “merger of ASP with PS group B” owing to functional disparities and advised the association to come up with the proposal of “Merger of ASP with IP without Gazetted status”.Hectic rather heated discussions held all through the day on the merits and demerits of the reviseed proposal.  The merits and demerits of the revised draft proposal discussed in the CWC are as follows.

The Orders for payment of PLB for Postal Employees have been issued today evening. It will be 60 Days. The maximum ceiling will be Rs.3500/- for Regular Employees; Rs.2500/- for GDS; and Rs.1200/- for Casual including Temporary Status Casual Labourers.

Consolidation of Members comments on Revised proposal on IP Grade Pay

It is not a wise proposal. ASP should retain the gazetted status. The CHQ may revise it in such a way to merge the ASP and Group-B cadres with grade pay of Rs.4800/- and Gr-B may be given as per DPC. The IP may be given Rs.4600-00 GP as demanded earlier.

Sub:    Revision of Special Allowance and Cash Handling Allowance as a result of enhancement of Dearness Allowance w.e.f. 1.1.2011

            This Department has been receiving references regarding revision of Special Allowance and Cash Handling Allowance subsequent to increase in the rate of DA @ 51% w.e.f. 1.1.2011.

2.         This Department's O.M.No.4/6/2008-Estt.(Pay II) dated 1st October,2008 states that the rates of Special Allowance and Cash Handling Allowance will be automatically increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.

3.         All Ministries /Deptts. are, therefore, advised to take necessary action accordingly.

Allowing Physically Handicapped candidates to IPO Exam

 Department of Posts has formalized the reservation for promotion in I.P cadre for Physically Handicapped candidates and forwarded the file to Ministry of social Welfare for formal approval. 

Internal Committee to review Allowances

An internal Committee has been constituted by the Directorate to review the allowances available in the Department under the chairmanship of Sri. Santosh Gauriar, Chief PMG, M. P. Circle, Sri. V. P. Singh, DDG Establishment, Sri. B. Selvakumar PMG Agra, Sri. D. Manoj, G.M. Finance Maharashtra Circle will be the members. Sri. S. V. Rao ADG (Establishment) will functions as ADG (Member Secretary)
1) The allowances, which are to be examined by the Committee, are as under:
(a) Grant of Special Allowance to all Group 'A' & Group 'B' officers working in Circle offices and Regional offices irrespective of their designation.
(b) Grant of Travelling Allowance and Daily Allowance to Mail overseers instead of Nigh Halt Allowance.
(c) Revival of Cash Handling Allowance to Postmen.
(d) Removal of distance criteria for grant of Cycle Maintenance Allowance (CMA) to Postmen.
(e) Revision of Cash Allowance to SPMs in the absence of Treasurers.
(f) Upward revision of Conveyance Allowance to PRIs (P)
(g) Grant of Road Mileage Allowance to staff entrusted with the work of clearance of cheques.
(h) Grant of Fixed Conveyance Allowance to Marketing Executives.
(i) Enhancement of Split Duty Allowance.
(j) Grant of Special Allowance to unqualified accounts irrespective of financial up gradation granted under TBOP/BCR/MACP
(k) Special Allowance to PO & RMS accountants on grant of financial up gradation under MACPs.
(l) Grant of Treasury Allowance to those officials who are given financial up gradation under MACP
2) The terms of reference of the Committee will be to examine and give specific recommendation on each allowance indicated above with a view that:
i) Any upward revision is required in the current scenario in the allowances.
ii) Whether the already discontinued allowances or allowances not being paid to specific cadre are needed to be restored or allowed.
3) The Committee will submit its report within three months.
