Bonus rates of PLI for the year 2009-10 declared

The rates of Bonus for the year ending 31.03.2010 on the Postal Life Insurance Policies on their becoming claim due to death or maturity declared vide Directorate of Postal Life Insurance Notification No.4-1/2008-LI dated 17th September, 2012 are as follows.

The rate of Bonus for the year 2009-10 will be applicable from the date of receipt of this notification by the Circles and this will also be applicable to claim cases received but not settled till the date of receipt of this Notification.

Interim Bonus at the rates mentioned above will also be payable for all claims arising due to maturity or death until future valuation is completed.

Holding of PA/SA Direct Recruitment for 2011&2012 through approved Outsourced Agency

The Competent Authority has now ordered to dispense with sale of application forms and also online registration of Applications upto 20:00 Hours on 25-09-2012.  However, in order to benefit the candidates who have registered their online applications till 20:00 Hours of 25-09-2012, the Agency will  provide the applications to  their e-mail IDs.  As such candidates may be permitted to pay their application fee and examination fee in the form of ACG-67/UCR upto the last date prescribed for receipt of application i.e. 01-10-2012.

Cabinet approves 7% hike in DA for central government employees W.e.f 01.07.2012

The Cabinet on Monday approved a hike of 7% in dearness allowance (DA) for central government employees. This means, the DA will now be 72 per cent from the current 65 per cent of basic pay. This will benefit about 50 lakh employees and 30 lakh pensioners across India.
The current hike will be effective from July 1 this year and employees would be entitled for arrears from this date.

Additional Charge of PMG Vijayawada Region

B. Tech graduates find postal department jobs cosy

HYDERABAD: M Vijay Shankar, 25, is a B. Tech graduate who worked as an application engineer until two years ago in the technology cell of a company that serviced ultrasound machines. He used to demonstrate the working of the devices and the procedure to handle them, working six days a week. Last year, he cleared the postal department's exam and is currently a postal assistant with his workday revolving around administrative routines like collating revenue collections and getting signatures on documents. Boring? Not really, as Shankar says he has job security, a five-day week, not much pressure and a good pay package, something elusive for many engineering grads these days.

  It is really sad to intimate that Department of Expenditure, MOF has rejected the demand for grade pay of Rs.4600 to Inspector (Posts) even after the full justification given by Hon’ble CAT Ernakulam Bench in its order dated 18.10.2011 in OA No. 381/2010 and the good viable proposal submitted by DoP. The official rejection letter is yet to be received. However, note sheet of the relevant file has been received under RTI from DoP.
2.  As available in the note sheets (17/N), the DoP had sent the following proposal with concurrence of IFW and approval of Secretary (Posts) to Department of Expenditure, MOF:

A central government servant is entitled for reimbursement even if he takes treatment in a private hospital under emergent situation, the TN Bench of the Central Administrative Tribunal has held.

M Mohamed Salia, Deputy Chief Engineer, Southern Railway, while returning home, suffered a heart attack on November 20, 2008. Due to the urgency of the matter, his wife admitted him in the nearest private hospital Frontier Lifeline, as the Railway Hospital was 10 km away from her residence. After a by-pass surgery and necessary treatment, he was discharged on December 12, 2008. He paid Rs.3.10 lakh towards hospital bills.

When he applied for reimbursement of Rs.2 lakh to which he was entitled, the railway authorities rejected his claim on the ground that treatment in a non-recognised private hospital without referral by the railway authorised medical officer was not admissible. Hence, the present application.

Rejecting the contentions, CAT judicial member G Santhappa said that in this case, the applicant had produced the emergency certificate and that had not been considered by the railways. The Personnel Branches Circular (PBC) dated May 4, 1994 listed under what circumstances reimbursement of medical expenses could be made. It included that if a patient falls ill at a place where there was no government or railway hospital and that if transporting the patient to the nearest government hospital would result in loss of life, the servant could be admitted in a private hospital. The rejection was against the law laid down by the SC, the tribunal said, set aside the order and directed the railways to sanction the amount in a month.

Subject : Grant of Cadre clearance and extension of tenure of foreign assignments of officers of the Organized Gp. ‘A’ & Gp. ‘B’ Services of the Government of India with the international organizations- reg.
Kindly refer to this Department’s O.M. No. AB-14017/2/07-Estt.(RR), dated 29/02/2008, regarding Consolidated guidelines on deputation/foreign service for members of the organized Gp. ‘A’ and Gp.'B' Services of the Central Government. In this regard, the undersigned is further directed to say that the ACC has approved that the norm of fixing seven years as maximum period away from the cadre may be followed strictly.
2.         Therefore, all the Ministries/Departments of the Government of India are hereby requested to restrict the proposals of officers of the organized Gp. ‘A’ & Gp.‘B’ Services of the GOI proceeding on foreign assignment from a deputation post to a maximum of seven years on the deputation post and the foreign assignment put together subject to the tenure limits prescribed in the above referred O.M. dated 29/02/2008.

Officials working in the posts of PO & RMS Accountant are eligible for Special Allowance even after grant of MACP upgradation - orders of Directorate


It was ordered  by Postal Directorate vide O.M F.No 1-02/2011-PAP dated 31.08.2012 that both the unqualified and  qualified officials posted against the posts of PO&RMS Accountants are entitled to necessary Special Allowance on their financial up gradation under MACP Scheme. The Special allowance shall however be discontinued on their functional promotion.
 These orders will apply mutatis mutandis to the officials working in the posts of Cashiers /Treasurers also.

Conducting of Special LDCE for promotion to the cadre of AAO(90% Departmental Examination Quota) for the year 2012

As communicated vide Department of Posts(PA Wing) letter No.3-24/10-PCE/EXAM(DE)/2111 to 2210 dated 11th September, 2012 the above examination will be held on 29th and 30th of December, 2012. All the categories of the officials who had qualified in the JAO Part-I(Postal) Examination are eligible to appear for the said examination as a one time measure. The successful candidates are liable to be posted anywhere in India.

The vacancy against 90% quota as on 01-09-2012 is as under:-

The candidate should not exceeding 53 years of age as on 1st January, 2011.

Qualifying Marks :
For OC Candidates:-40% in each subject and 45% in the aggregate provided that a minimum of 40% is also secured in the practical papers.

For SC/ST Candidates:-33% in each subject and 38% in the aggregate provided that a minimum of 33% is also secured in the practical papers.

DPC for promotion to PS Group B - An update

Directorate vide memo No. 9-23/2012-SPG dated 23-07-2012 has already called for attested copies of ACRs of IPs for the period 2004-05 to 2010-11 for convening the DPC for promotion to the post of PS Gr. B by 31-08-2012 positively.
          It was ascertained by G.S, IP/ASP association from Postal Directorate that, only two/three circles have submitted the requisite documents and attested copies of ACRs for convening DPC for promotion to the post of PS Gr. B. Directorate has assured that DPC will be convened in the month of October 2012. If the requisite documents are not timely reached at Directorate from all circles then DPC will be delayed.
