Sir/Madam,
I am directed to invite a kind
reference to the letter of even number dated 8-10-2012 wherein a detailed
schedule was prescribed for holding of LDCE for Postmen/Mail guard and
MTS
2. Subsequently, the nodal
branch staff section vide letter no. no. 45-2/2011-SPB.1 dated 18-10-2012
issued detailed instructions to the circles for filling the vacancies by
holding separate examinations for each year vacancies and given specific
schedule and to complete the process by 30th June 2013.
3. In view of this revised position, the schedule given by DE section has
no more operative and the instructions dated 8-10-2012 is withdrawn with
immediate effect. The circles are requested to follow the guidelines issued by
SPB.1 section letter no. 45-2/2011-SPB.1 dated 18-10-2012 scrupulously.
4. This issues with the approval of Competent Authority.

Introduction of facility of automatic credit of PLI/ RPLI monthly premium from savings
account of insured persons.
In the
last few years, there has been massive expansion of Postal Life Insurance (PLI)
and Rural Postal Life Insurance (RPLI). However, it has been noticed that a
number of policies particularly in RPLI lapse after a while. One of the reasons
for lapsation is absence of convenient ways of depositing premia of the
policy(ies). As such, it was under consideration of the Department to provide
facility of automatic deduction of premia from Savings Account so that (i) the
policy holder(s) need not have to visit Post Office every month for depositing
premia of his PLI/ RPLI policy and (ii) lapsation of PLI/ RPLI policies gets
reduced.
2. The competent authority has now approved the proposal for
providing the facility to the policy holder of PLI and RPLI to get premium
deposited/ credited by deduction of the same directly from his Savings Account
standing in Post Offices. However, this facility can be opted by only those
policy holders of PLI and RPLI whose Savings Accounts are maintained in the
Departmental Post Offices (GPOs, HOs, MDGs or SOs).
3. It is
requested to kindly take necessary action for implementation of aforesaid
scheme and wide publicity may also be given for this scheme through various
publicity channels.
4.
Accounting and operating procedure for automatic transfer of premium of PLI/ RPLI
from Savings Accounts of the policy holder is enclosed for information and action
accordingly.
5. It is
further informed that till the provisions are made in the software, automatic
credit of PLI/ RPLI monthly premium by deduction from savings account of the
policy holder will have to be done manually.

Prime Minister Sri Manmohan Singh on Sunday effected a major revamp of his
council of ministers, inducting 22 faces, including seven of cabinet
rank, in what is said to be the last major ministerial shuffle before
the 2014 general elections.
In the reshuffle of portfolios, Sri Pallam Raju of AP was made human resource development (HRD) minister in place
of Sri Kapil Sibal, who was left only with communication and IT.

Sub: Extension of Memorandum of Understanding (MoU) signed
between Ministry of Railways and Department of Posts for issuing of
reserved tickets through computerized Passenger Reservation System
(PRS) terminals provided in Post Offices.
Please refer to this office letter of even number dated 08.08.2007
forwarding therewith a copy of MoU signed by Ministry of Railways with
Department of Posts on 31.07.2007 for issuing of reserved tickets
through computerized PRS terminals provided in the post office. This MoU
was valid for a period of five years.
2. The issue regarding extension of this MoU has been examined in
consultation with Finance Directorate of Board Office and it has been
decided to grant post facto sanction for extension of this MoU for
another five years on the existing terms and conditions.
3. Necessary instructions may be issued to all concerned.

The 7 days long Indefinite Strike by GDS employees called off today evening. During the fresh round of talks held today evening in between GDS Union representatives and Directorate Officers, the Department has assured the leaders to take positive action on strike demands. షరా మామూలే .
It is learnt from Postal Directorate that CRs / APARs from following Circles are yet to be received for which DPC for PS Gr.B promotion is getting delayed.

Notification for conducting Limited Departmental Competitive Examination for Postmen/Mail Guard and Multi Tasking Staff has to be issued on 15.10.2012 as per the Examination schedule announced vide Directorate Letter no A-34012/01/2012-DE dated 08.10.2012.But the notification was not issued so far because Directorate has not the specify the authority (whether Divl Supdt or Regional PMG or CPMG) which is empowered to issue the notification as per the revised recruitment rules of Postman/MTS staff. Units sought clarification from the Directorate and the notification will be issued only on issue of clarification.
Strike continued for Fifth day today. Department is not taking any initiative to hold any further talks with the GDS Union representatives. In respect of raising the Bonus ceiling from Rs 2500/- to Rs 3500/- to GDS, officers of the Department made it clear that it was not in their hands since the issue referred to Finance Ministry.
Strike continued for third day today.The talks held today morning between the GDS Union representatives and Department Officers failed to reach any amicable settlement on strike demands. GDS Union leaders decided to continue the Indefinite Strike.
Postal Directorate vide Letter No. 26-05/2012 -PAP dated 18.10.2012 has announced 60 days productivity Linked Bonus for the accounting year 2011-12 for
postal employees in MTS, Gr-C and non Gazetted Gr B cadres and exgratia
payment of Bonus to regularly appointed GDS. No change in ceiling of Rs
3,500/- to Departmental employees and Rs 2,500/- to GDS employees.
The Indefinite strike of GDS staff entered second day today. It was learnt that further talks between the Department Officers and Union representatives will be held at 8.45 AM Tommorow.
Ms Kavery Banerjee (IPoS 1978 Batch) CPMG Bihar Circle is promoted to the grade of Member Postal Services Board and posted as Member(PLI) in place of Sri S.Sarkar who was transferred as Member(Operations) vice post vacant.
Employees of Indian Railways will get 78 Days productivity linked Bonus for the year 2011-12. It will be announced officially after taking approval of the cabinet during the meeting on 18.10.2012.Out of the total employees of 13.26 lakhs, 12 lakhs employees are eligible to get Bonus and the estimated additional expenditure to the Railways on payment of Bonus is around one thousand crores. For the financial year 2010-11 also, 78 days Bonus was declared.

Directorate has ordered vide letter no 5-1/07-WS-I dated 15.10.2012 to protect the TRCA of BPM at the existing slab for one year in the event of drop in the workload of the BPM to that of the lower slab, thereby giving an opportunity to the BPM to improve the workload to the original level or higher. On completion of the one year, a special review will be conducted to assess the workload of the Branch Postmaster and if the workload after review is found to be at a reduced level, the TRCA will be reduced to he corresponding slab.

It was decided by the All India Postal ED Employees Union led by S.S.Mahadevaiah to go ahead with the strike call as the talks made with D.G Posts and other Dept Officers on charter of demands could not yield any fruitful result.
Indian Railways have made
elaborate arrangements to clear extra rush of traffic for the festival
season from October 2012 to November 2012. More than 4000 trips of special trains have been planned to handle the rush during this festival period (Puja-Chhath-Other special trains etc.).

Ad Hoc Secretariat Of the South Asian Postal Union
The setting up of South Asian
Postal Union was engaging the attention of South Asian countries for last few
years. In the SAARC Summit held at Maldives in November 2011, The
Postal administrations of the Afghanistan, Bangaladesh, Bhutan, India,
Maldives, Nepal, Pakistan and Sri Lanka have agreed to create a South
Asian Postal Union.
In furtherance Government of India has set up the Ad hoc Secretariat in July
2012. The Secretariat will be working on finalising the Draft Constitution and
General Regulations for the South Asian Postal Union, developing the structure
of a permanent secretariat, coordinating with the Postal Administrations of the
SAARC Countries, the SAARC Secretariat, the UPU and other stakeholders.
