D.P.Cs for promotion to ASPs/APMs(General & A/cs line) - An update
It
was reliably learnt that various DPCs for promotion of IPs to ASPs
and to the posts of LSG APMs both General Line and Accounts line are in
final stages at Circle Office, Hyderabad and results will likely be
announced in the next week before 30.11.2012. The approximate no of
Vacancies for which DPCs are being held are as follows.

Continuation of IT Modernisation Project of Department of Posts – Phase II
The
Cabinet Committee on Economic Affairs on 22/11/2012 approved the
proposal of Rs.4,909 crore towards IT modernisation project of the
Department of Posts, covering 1.55 lakhs post offices.
The total expenditure for the project involving Rs.4,909 crore includes both implementation phase and operation and maintenance phase for the IT infrastructure of Post Offices. The IT project of the Department is a part of the Mission Mode Project (MMP) included in the National e-Governance Plan (NEGP).
The Department of Posts has a network of 1.55 Lakhs post offices spread across all the States and Union Territories of the country. The key objective of the India Post IT Modernisation project is modernization and computerization of all Post offices in the country including branch post offices in rural areas to create a urban-rural network spanning across the length and breadth of the country.
The IT modernisation project is expected to give following benefits to the citizens of the country:

The vacancy position in respect of other civil
servants is not centrally maintained.
The Government has increased annual intake of
IAS and IPS officers under Direct Recruitment Quota. Further, a third mode of
recruitment, namely the Limited Competitive Examination has been introduced for
recruitment into IPS. In promotion quota prompt actions have been taken for
holding of Selection Committee Meetings for appointment by promotion/selection
of State Service officers to IAS/IPS/IFoS.
This
was stated by Shri V. Narayanasamy, Minister of State
in the Ministry of Personnel, Public Grievances and Pension and Minister of
State in the Prime Minister’s Office in written reply to a question in
the Rajya Sabha today.
Appointment on Fake Caste Certificates
Information about appointments secured on the basis of fake/false caste certificates is not centrally maintained.
However, the Central Government had taken one time exercise to collect information about appointments secured on the basis of fake/false caste certificates in the year 2010. As per information received from various Ministries/Departments etc., 1832 appointments were allegedly secured on the basis of fake/false caste certificates. Disciplinary proceedings had been instituted in all the cases. It was reported that out of the above 1832 cases, 276 had been resulted in suspension/removal etc., whereas 521 cases were entangled into litigations and in remaining 1035 cases disciplinary proceedings were pending.
The Government instructions provide that an appointing authority should verify the caste status of SC/ST/OBC candidates at the time of initial appointment as well as every important upturn of the employee’s career.
Chief Secretaries of States/Union Territories have been requested to issue instructions to the District Magistrates/District Collectors/Deputy Commissioners of the Districts to the effect that when asked to verify the veracity etc. of caste certificates, they should ensure at their own level that veracity of the caste/community certificate referred to the district authorities is verified and reported to the appointing authority within one month of receipt of request from such authority. In order to rule out collusion between candidates holding false/forged certificate and employees at the district level or sub-district level, disciplinary proceedings may be initiated against officers who default in timely verification of caste status in such cases or issue false certificates.

Retd employees can't benefit financially at exchequer's cost - Judgement of Nagpur Bench of Mumbai High Court in the case filed by Retd Postal Employees
NAGPUR: A recent judgment of the Nagpur Bench of the Bombay High Court can serve as a guideline for retired employees. The court ruled in favour of Union of India which had approached the judiciary against gratuity claims of two of its former employees for getting added pension benefits. "The retired employees, on the basis of their meritless, unreasonable and excessive claim, cannot be allowed to make money and enrich themselves unjustly by causing undue financial loss to the state exchequer," a division bench comprising justices Bhushan Dharmadhikari and Ashok Bhangale ruled.
Two city based government employees working with the Postal Department - Venkatraman Rajgopalan and Mukund Paranjape - retired on superannuation on the afternoon of March 31, 1995. They applied for enhanced gratuity claims and other retirement benefits from the government which came into effect from April 1, 1995. However, it was rejected on the grounds that these benefits would be applicable to them if they had retired on or after this date. The senior citizen duo then approached Central Administrative Tribunal (CAT), Mumbai Bench camp at Nagpur. They pleaded that they should be deemed in service till midnight of March 31 and retired on next day.
The ministry of communication, however, opposed the move contending that the respondents retired on March 31 and not on April 1, and hence are not entitled to the benefits. However, the full bench of CAT decided in favour of the duo on October 15, 1999. It ruled that a government servant completing the age of superannuation on March 31, 1995, and relinquishing charge of his office in the afternoon of that day is deemed to have effectively retired from service with effect from April 1, 1995.
The ministry then moved the judiciary challenging the tribunal's order in 2000. It cited Karnataka High Court verdict stating that "the date of retirement is the last date of the month in which the government servant retires and the gratuity is to be calculated as per rules in force as on that date".
The judges observed that Rajgopalan was born on March 3, 1937, while Paranjape on March 29, 1937, and both of them retired on March 31, 1995. "But law clearly lay down that their date of retirement and last working day has to be the same. Due to Rule 5(2) of Pension Rules, they could continue till March 31; which in reality was beyond their actual completion of the age of superannuation. Legally, respondents retired on the last working day," they stated.
The court before quashing CAT's order stated that such benefits which were available with effect from the later operative date - April 1, 1995, but wrongly granted by the tribunal to the respondents who retired with effect from the previous date, were not only undeserved and unwarranted, but also were detrimental to the state exchequer/revenue.

Omnishambles named word of the year by Oxford English Dictionary
"Omnishambles" has been named word of the year by the Oxford English Dictionary.
The word - meaning a situation which is shambolic from every
possible angle - was coined in 2009 by the writers of BBC political
satire The Thick of It.
But it has crossed over into real life this year, said the judges.
Labour leader Ed Miliband, whose phrase "squeezed middle" -
referring to those hit hardest by falling living standards - was word of
the year in 2011, made the first recorded use of omnishambles in the
House of Commons in April.
"Over the last month we have seen the charity tax shambles,
the churches tax shambles, the caravan tax shambles and the pasty tax
shambles," said the Labour leader at Prime Minister's Questions.
"We are all keen to hear the prime minister's view as to why,
four weeks on from the Budget, even people within Downing Street are
calling it an omnishambles Budget."
The word swiftly took off as a favourite term of abuse for opposition politicians attacking the government.

All India Postal Kabbadi Tournament
All India
Postal Kabbadi Tournament for the year 2012 was awarded to Andhra Padesh
Circle and it will be held at Vijayawada City from 10 th December to 13
th December 2012. Railway Stadium opposite to Vijayawada Railway
station was selected as the venue for the Tournament. It was learnt that
9 Postal circles have so far confirmed the participation of their
Circle teams in the tournament and response from other circles is
awaited.
Postal Life Insurance coverage extended to new groups
As a positive development and an appropriate strategy for publicity and
securing business, Department of Post has approved expansion of the
clientele eligible for PLI. Henceforth, the PLI can be extended to the
following groups:
•Employee engaged/appointed on contract basis by Central/State Goverment, where the contract is extendable.
•Employees of Joint Venture in which Central/State Government/Public Sector Undertaking/ Nationalised Banks have minimum holding of 10 percent.
•Members/employees of credit Cooperative Socities and other cooperative socities registered with Goverment under the Cooperative Socities Act and partly or fully funded from the Central /State Govt./RBI /SBI/ NABARD Nationalised Banks and other such institute notified by Government.
•Employees of Deemed Universities and Educational Institutes accredited by recognised bodies such as National Assessment and Accreditation Council, All India Council of Technical Education, Medical Council of India, etc.and or affiliated to Universities/ Boards etc.
•Employees of all Scheduled Commercial Banks.

Group B DPC - an update
The abnormal delay in submission of CRs/APRs/Special reports of the ASPs in the zone of consideration for selection to the cadre of P.S Group B through DPC by some Circles has finally received the attention of the Directorate and it was learnt that senior officers of the Directorate has taken up the matter with the CPMsG of those defaulting Circles personally.
CPMG, AP Circle has responded immediately and talked to the regional heads. Because of the personal intervention and monitoring of the Chief madam, Circle Office Hyderabad has submitted the CRs/APRs/Special reports of the ASPs working in AP Circle to Directorate on 09.11.2012.

Sri Gautam Roy (41), Instructor (on Depn from West Bengal Circle), PTC Mysore while traveling from Mysore to Goa along with his family consisting wife and lone daughter,met with a fatal accident in the early hours of Saturday. The car in which Sri Gautam Roy traveling fell into a deep valley near Shimoga. All the four inmates of the car Sri Gautam Roy, his wife,Daughter and Driver died on the spot.

members and pray the god to rest the souls in peace.

Railways has decided to extend the condition of carrying original proof of identity during travel on all reserved tickets
In
a major initiative to further facilitate the travel of bonafide and
legitimate passengers and to reduce the scope for misuse of reserved
ticketing system by unscrupulous elements/middlemen, the Ministry of
Railways has decided to extend the condition of carrying original proof
of identity during travel on reserved tickets issued through Passenger Reservation System (PRS) for all reserved classes including
‘Reserved Second Class (2S)’, ‘Sleeper Class (SL)’, ‘III Economy Class
(3E)’ and ‘First Class (FC)’. This change in policy will come into
effect from 1st December 2012.
Further, the Ministry of Railways has also decided to expand
the list of prescribed proofs of identity to include photo identity
cards having serial numbers issued by public sector undertakings of
State/Central Government, District Administrations, Municipal
Administrations and Panchayat Administrations.
The expanded list of the prescribed proofs of identity for undertaking
journey on Tatkal ticket and other reserved classes will now be as
follows:
