First time in 48 years, PPF rate could fall below 8%

For the first time since the Public Provident Fund was established in 1968, the interest rate on the government-managed saving scheme could fall below 8%. Interest rates on small savings schemes, including the PPF and the Senior Citizens' Saving Scheme, are linked to the government bond yields and are revised every three months. The last interest rate revision on 19 March saw the PPF rate being cut 60 basis points from 8.7% to 8.1%.

Cabinet raises retirement age for doctors to 65 years

The union Cabinet on Wednesday approved the increase in the retirement age of central government doctors to 65 years, union Minister Ravi Shankar Prasad said on Wednesday. 

"Keeping in mind the shortage of doctors, a decision has been taken to increase the retirement age of doctors from 62 years to 65 years," Prasad said. 

The cabinet decision comes in the wake of an announcement to the effect made by Prime Minister Narendra Modi at a rally in Uttar Pradesh last month.

A statement from the health ministry on May 31 said the proposal was approved and would be applicable from May 31.

7th Pay Commission: Govt staff likely to get 30% more ‘increment’ than recommended

Empowered Committee of Secretaries will meet on Tuesday to give final touch to Seventh Pay Commission’s recommendations.
Reportedly, secy panel in its final report has recommended 30 per cent more than what was proposed by the pay panel in its november report.
A Finance Ministry official was quoted as saying, “This will be the final meeting of the Empowered Committee of Secretaries. After that, Pay Commission award will come out”.
AK Mathur led 7th pay panel had proposed a minimum monthly basic salary of Rs. 18,000 and maximum Rs. 2,50,000 for the central government staff. With 30 per cent more, the minimum will become 23,400 and maximum at Rs. 3,25,000.
Empowered Committee which was set up to overview recommendations of pay coommision had to meet on June 11. But meeting got postponed in last moment.
Reports say that government employees will get increment in July salary and it will be credited in their account on August 1.
Sources say that government will go by the recommendations of Secretaries panel as later has taken into account concerns of every stakeholders including employees’ unions and trade Unions.

OFFICE MEMORANDUM
 Subject: Recruitment of casual workers and persons on daily wages.

 The undersigned is directed to refer to the provisions of the of Department of Personnel and Training OM No. 49014/2/86-Estt (C) dated 7thJune, 1988 on recruitment of Casual Workers and daily wages. Attention is invited to the provisions of the referred O.M at para l(iii) which lays down " that work presently being done by regular staff should be reassessed by the administrative Departments concerned for output and productivity so that the work being done by the casual workers could be entrusted to the regular employees". 

2. It has been observed that in spite of strict guidelines on engagement of Casual Labour vide the above referred O.M, various Ministries/ Departments continue to engage casual workers for attending work of regular nature against the Government's policies. It is, therefore, reiterated that all Ministries/ Departments may ensure strict compliance of the guidelines on engagement of Casual Labours. Negligence in the matter of implementing these guidelines should be viewed seriously and brought to the notice of the appropriate authorities for taking prompt and suitable action against the defaulters.

 It was advised by the DoPT that when ever notification issued for filling up of vacancies on regular basis, advertisement should be placed in the Employment News/Rozgar Samachar published by the Publication division of Ministry of Information & Broadcasting. Such recruitment notices are also to be displayed on the Office Notice Board. In addition to the above procedure, advertisement of vacancies may also be placed at the National Career Service (NCS) Portal of Ministry of Labour & Employment, which has been developed primarily to connect the opportunities with the aspiration of youth. 3.
