A week-long celebration of Good Governance Week was organized by Department of Electronics and Information Technology starting from 25th December 2015. A National event on Good Governance was inaugurated on 28th December 2015 by Shri Ravi Shankar Prasad, the Hon’ble Minister of Communications & Information Technology (MoCIT) in India Habitat Centre at New Delhi.

Govt. considering gratuity for NPS subscribers

Central Govt. is considering payment of gratuity for employees who joined Central Govt. service after 31.12.2003 and covered under National Pension System (Popularly known as New Pension Scheme). Till now they are not covered under the existing gratuity scheme. Only in exceptional cases like death in service, retirement on invalidation etc., provisional gratuity is being paid vide order dated 05.05.2009 as an additional benefit.
Minister of State for Finance, Mr Jayant Sinha informed in parliament that Govt. is considering the benefit of gratuity to extend for the NPS subscribers too.

Impact Of 7th Pay Commission Only 25K Crore And Not 100K Crore

There are various reports in the media about the impact of the 7th PayCommission recommendations on the common man and the government resources at large, the reports suggest that amount of ₹one lakh crores of public money has been spent for implementation of the 7th Pay Commission recommendations for 35 lakhs central Government employees, Perhaps the strongest criticism of Pay Commission awards is that they play havoc with government finances and also state government demand support to implement the 7th Pay Commission recommendations. At the aggregate level, these concerns are somewhat exaggerated and which is totally wrong.

Railways hikes tatkal ticket charges for AC, sleeper class

The government has increased the tatkal ticket booking charges by up to 33 per cent. The Indian Railways has increased the tatkal booking charges for travel in sleeper class, AC-III tier, AC-II tier and executive class and will come into effect from December 25.

New Nomenclature to LDC and UDC designations in Central Govt offices

Designations like Lower Division Clerk (LDC) and Upper Division Clerk (UDC) in central government's employee hierarchy have been replaced with new nomenclature. 

The posts of UDC and LDC under Central Secretariat Clerical Service (CSCS) have been rechristened as Senior Secretariat Assistant and Junior Secretariat Assistant, respectively, an order issued by the Department of Personnel and Training (DoPT) said. 

Lok Sabha approved hike of wage ceiling for Bonus to Rs 21,000 and Bonus calculation ceiling to Rs 7,000

The Lok Sabha has approved amendments to the Payment of Bonus Act that seeks to make more workers eligible for bonus by raising the pay eligibility limit of employees to Rs 21,000 per month from Rs 10,000.

29th All India Postal Kabaddi Tournament - Tamilnadu Winner and Andhra Pradesh Runner up

 29th All India Postal Kabaddi Tournament for the year 2015-16 was held at Postal Training Centre, Vadodara. 
First semi final match played between Tamil Nadu and Karnataka and second semi final match between Maharashtra and Andhra Pradesh. Tamil Nadu and Andhra Pradesh qualified for final and in which Tamil Nadu won the match by good margin.

As you are aware, Government attaches great importance to the need for improving cleanliness including in the Government offices. Under Swachh Bharat Mission, Circles and field units have been undertaking Action Plan for furthering the cause of cleanliness. Futher, special focus needs to be given to the regular cleaning and proper upkeep of office premises, review and weeding of records and disposal of obsolete and unused items as well as repair, paining and sprucing of the street letter box and Post Office signage etc.  Digitization of records and documents would also ensure tidy workspaces.

             Now Government of India had decided to observe a Special Campaign in all Ministries/Departments from 18th to 27th December, 2015.  Accordingly, a day to day Action Plan for the said Special Campaign is enclosed compliance.

Rules regarding quoting of PAN for specified transactions is amended

The Government is committed to curbing the circulation of black money and widening of tax base. To collect information of certain types of transactions from third parties in a non-intrusive manner, the Income-tax Rules require quoting of Permanent Account Number (PAN) where the transactions exceed a specified limit. 
            To bring a balance between burden of compliance on legitimate transactions and the need to capture information relating to transactions of higher value, the Government has also enhanced the monetary limits of certain transactions which require quoting of PAN. 
    The changes to the Rules will take effect from 1st January, 2016.

Installation of ATMs at Identified Post offices - Operational Hand Book on ATM

  It  has been intimated by Postal Directorate that the concerned stake holders are actively working to complete the ATM installation process as per the DoP schedule but most of the ATM locations are not aware of the instructions relating to ATM implementation process and interim cash management process. Some of the locations are not providing the ATM fit currency notes to the AGS vendor for loading into the ATM machines for enabling the cash live. This is resulting in undue delay in completion of the ATMs rollout.     
           To make the all concerned aware of the ATM Implementation process, Directorate has ordered to   circulate the hand book  to all the P.Os where ATM are going to be installed.

Attempted frauds at CBS Post offices - Preventive measures

As informed by Postal Directorate that in two CBS post offices of Delhi circle, some hand holding team members of FSI vendor had taken advantage of their familiarity with the PO staff and attempted to do some transfer transactions which were blocked by EOD blocking validation report. In both the cases, Postal staff exposed their desktops to the handholding persons after login into Finacle for the purpose of getting help in understanding some functtionalities after many days of go-live.

Postal Directorate vide its letter no 109-02/2015-SB dated 6.12.2015 has communicated the following preventive measures at all the CBS post offices to avoid any attempted fraud by such persons in the name of Postal staff.

Geo tagging of Post offices through Bhuvan Indiapost App - Operating Procedure

Bhuvan IndiaPost App is a user-friendly mobile application which enables to collect and report for geo-tagged of Post Office information on various parameters such as type of post office, name, services offered, delivery status, PIN-code and address. This mobile app will provide a platform for controlled crowd sourcing to build spatial database on Bhuvan Geo-platform.

Central Govt employees submit charter of demands to Cabinet Secretary

Following demands regarding implementation of seventh CPC have been submitted to Cabinet Secretary by National Joint Council of Action of Central Govt. employees. 

In a letter it has urged for a meeting to discuss the issues raised in the charter of demand and threatens to go on indefinite strike from March 2016 if no settlement is arrived within first week of February.

Presently thirteen National Saving Schemes (NSS) viz Post Office Savings Accounts, Time Deposits (1 year, 2 year, 3 year and 5 years), Monthly Income Scheme, Post Office Recurring Deposit Scheme, National Savings Certificate (VIII Issue), National Savings Certificate (IX Issue) [to be discontinued with effect from 20.12.2015], Kisan Vikas Patra Scheme, Public Provident Fund Scheme, Sukanya Samriddhi Account Scheme and Senior Citizens Savings Schemes are under operation.

Directorate vide letter no 4-18/2015-SPG dated 27.11.2015 has communicated the tentative zone of consideration containing list of 156 officers for JTS DPC for the vacancy year 2016-17 and asked the circles to submit the APARs etc of these 156 officers covering the period from 2009-10 to 2014-15 by the schedule date given to each circle.

Transfer policy relaxed for employees with disabled children

Union Minister, Dr Jitendra Singh yesterday (04.12.15) disclosed that the Department of Personnel & Training (DoPT) had relaxed the transfer policy in case of government employees who happened to be the parents or care-givers of a disabled child. As a result of this, parents of such children would be exempted from routine exercise of transfer in government service, subject to administrative constraints.
