The undersigned is directed to refer to the Government of India, Ministry of Finance, Department Of Expenditure’s Resolution No. 1-2/2016-IC dated 25/07/2016, bringing out the decisions of the Government On the recommendations of the 7th Central Pay Commission as well as the consequent promulgation of the Central Civil Services (Revised Pay) Rules, 2016, notified vide G.S.R NO. 721(E) dated 25th July, 2016 regarding fixation Of pay in the revised pay structure effective from 01.01.2016 and to say the provisions governing such fixation Of pay have been clearly enunciated in the said Rules.

Sri B.V.Sudhakar is the New Postal Boss

Sri Boyapati Venkata Sudhakar (IPoS 1981) is appointed as Secretary, Department of Posts.  Sri B.V.Sudhakar, born on 18.04.1957 in Kammapalem village of Nellore District of Andhra Pradesh State is a 1981 batch IPoS officer and worked in various capacities in combined AP circle as DPS Hyderabad region, PMG Vijayawada & Kurnool regions and as Chief Postmaster General from May 2013 to Aug 2015.From Aug 2015 onwards, working as Member (PLI) & Member(Tech). He is well known for his dynamism, allround knowledge and proactive attitude to set new bench marks on  development side of the Department. He is a great sports lover and will play all kinds of games like Cricket, Volleball, Badminton etc like a professional player at this age also. Apart from that, he is a great Swimmer and a nature lover. 
Congratulations to the officer and wish the officer all success in rejuvenating the Postal Department and take it to new heights not only in providing better services but also in revenue generation.

Government notifies pay panel report, Centrral Government Employees to get revised Salaries from Auguest month

  The Ministry of Finance has issued Gazette Notification with regard to 7th Pay Commission Recommendations, which means Centrral Government Employees will get the new pay boost in their August salaries.

The Government has accepted the Commission’s recommendations on Minimum Pay, Fitment Factor, Index of Rationalisation, Pay Matrices and general recommendations on pay without any material alteration. 


The recommendations on Allowances (except Dearness Allowance) will be referred to a Committee comprising Finance Secretary and Secretary (Expenditure) as Chairman and Secretaries of Home Affairs, Defence, Health and Family Welfare, Personnel and Training, Posts and Chairman, Railway Board as Members. The Committee will submit its report within a period of four months. Till a final decision on Allowances is taken based on the recommendations of this Committee, all Allowances will continue to be paid at existing rates in existing pay structure, as if the pay had not been revised with effect from 1st day of January, 2016. 

There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July; provided that an employee shall be entitled to only one annual increment on either one of these two dates depending on the date of appointment, promotion or grant of financial up-gradation.

"Krishna Pushkar Jal" - Distribution through Post Offices

Postal Department has taken up a project of distribution of Sacred “Krishna Pushkar Jal” through all the Post Offices in A.P and Telangana  postal circles during 2016 “Krishna Pushkaralu” to be observed from 12.08.2016 to 23.08.2016. The water will be drawn from the River Krishna at Vijayawada during the said pushkaram period and will be purified as per Bureau of Indian Standards by M/s NSS Products (India), Vijayawada, makers of "Hi-Tech' brand water bottles  and purified water bottles will be made available for sale @ 500 ml per bottle. Govt. of AP has permitted DoP for drawing River water during Pushkaram period at identified Ghats.
        The booking of orders for Krishna Pushkar Jal bottles has commenced on 13.07.2016 and will continue upto 05.08.2016 at all Post Offices  across Andhra Pradesh & Telangana Postal Circles. Each Krishna Pushkar Jal bottle is priced @ Rs.30/- in case of purchase from Post Offices or through postal staff.
          Krishna Pushkar Jal bottles are also made available online through website www.appost.in/eshop for bookings within India and abroad. Online orders will be fulfilled through Speed Post by charging applicable postage & package charges. The price of each national order is Rs.50/- + Speed Post Charges and the price of each international order would be US$2 + Speed Post charges as applicable. The bottles for online orders will be dispatched from 19.08.2016 and will be delivered through Speed Post both Nationally and Internationally, as per usual transit norms.

The government is likely to implement soon the new pay structure for central government employees excluding allowances, the compensatory perks for all employees.

Sri Manoj Sinha takes over as new MOS (Independent charge) Ministry of Communications.

Shri Manoj Sinha has assumed the charge of Minister of State(Independent charge), Ministry of Communications in Sanchar Bhawan today i.e. 06.07.2016. In addition, he is already holding the charge of Minister of State for Railways. Shri Manoj Sinha is a Member of Parliament from Gazipur Lok Sabha Constituency, Uttar Pradesh. He was re-elected to Lok Sabha (3rd Term) in May, 2014. Earlier he was elected to Lok Sabha in the year 1996 and 1999. 

GPF interest rate will be 8.1% for the period from 1st July, 2016 to 30th September, 2016

Indefinite Strike scheduled to be held from 11/7/2016 is deferred

The committee set up by the Govt to look into the matter of minimum wage and fitment formula is expected to submit their report to the Government in the given time frame of not more than four months. In view of these developments, the indefinite strike call which is to commence from 11th July 2016 is deferred till the committee finalise its report.

Government decides not to withhold appointment letters pending the verification of character and antecedents of the successful candidates

The Government has decided that the issue of appointment letters need not be withheld pending the verification of character and antecedents of the successful candidates. The appointing authorities will issue provisional appointment letters after obtaining the attestation form and self declaration from the candidate. 

Customised Printing of "My Stamp"

Soon an individual or a corporate entity can get their photo or logo printed inside a postage stamp for Rs 12 lakh, the Department of Posts said, a move that is likely to help garner Rs 600 crore for the department.

The move is a step ahead in promoting philately in India. Earlier, India Post only allowed printing of photo or design next to postage stamp on a Rs 300 My Stamp sheet. Such  stamps were allowed for use in general postal mail.

“We have opened up customised printing of ‘My Stamp’ for individuals and corporates. Anyone can get his logo or photo printed inside the stamp for net cost of Rs 12 lakh. There will be 5,000 sheets comprising 60,000 postage stamps,” Sinha said.

My Stamp has so far been issued for Amazon India, Hindustan Aeronautics Limited and proposals are pending from various entities.

India Post is eyeing a jump of about Rs 100 crore in turnover at Rs 141 crore from the philately segment this fiscal and Rs 60 crore from  ‘My Stamp’ initiative.

New Postal Crcle "TELANGANA" - Orders Released

Postal Directorate has issued orders on formation of new TELANGANA Postal circle with immediate effect vide OM dated 01.07.2016. 

The jurisdiction of Telangana Postal Circle will be co-terminus with the new Telangana State with Circle Headquarters at Hyderabad; and will consist of all the units currently with Hyderabad City Region and Hyderabad  Region, in addition to Khammam division.

The offcers- and staff working in the present Circle Office will attend to the work of both circles till the bifurcation of staff and records is taken place. This process should be completed within one month.

Both the Circles will be functioning from Hyderabad till the Andhra Pradesh Circle is moved to Andhra Pradesh State.

Distribution of the staff wili be, as far as possible, based on willingness. One time option facility may be given to all staff concerned.

The present DPS(M&BD) will be converted as DPS(Hq) of new Telangana Circle. The present post of PMG(M&BD) will be given to Telangana circle.
