Today, the decision of our association on Examination Invigilation/Squad duties wef10-11-2010 has been communicated by the C.S to the CPMG in writing and the regional representatives of the four regions have given similar letters to their respective PMsG. Copy of the letter given by C.S to CPMG is furnished below for the information of the members. Members are requested to post their comments on the stand taken by the association.

Respected Madam,

Sub: Exemption of IPs & ASPs from Invigilation duties - reg.

The examination process for recruitment of PA/SA is underway and inspectorial staff will be asked to perform the invigilator/supervisory duties. The examination work is an arduous nature of duty and is assigned in addition to one’s own work. Many a times ASPs/IPs are called on Sundays/holidays but no compensatory off or conveyance charges are given. The IPs and ASPs engaged for the examination duties are being paid honorarium of Rs.20/- for single duty and Rs.40/- for full day duty. Paying such a small amount in the name of honorarium is nothing but degrading this cadre. As such the members of my association are reluctant to perform the examination duties and have some resentment over the issue.

The amount being paid is very meagre and is not sufficient to compensate even the travelling expenses . Moreover, the honorarium fixed three decades back is in vogue. Many a time this issue was brought to the notice of the administration but I am sorry to say that it did not evoke any response.

There were many issues pending, such as restructuring of the cadre, enhancement of grade pay of IPs etc. While such big issues remain unsettled, even a small issue like honorarium was also not settled till this date. This attitude of the department towards this cadre is demoralizing us. A lot of pressure is mounting on Association from members to take up agitational programme.

In the circumstances cited above and in accordance with the views of all our members, it is decided by this Association to stay away from any examination invigilation/squad duties on Sundays & Holidays. I request your good self to kindly exclude IP/ASP cadre from invigilation/examination duties from 10.11.2010.

My salute to CS AP. Very daring step. This was the reason I was supporting GS from AP. Punjab Circle will support AP tooth and nail on each and every issue. Now nominated GS must take a lesson from CS AP. CPMG Punjab is referring honorarium case to dte. and assured me full administrative support on the issues relating to IP/ASP.Mr.Shabbir Punjab is with you.

I aslo strongly support the stand taken by the association. Let us all support the CS by posting the favourable commnets to streangthen the Association to go with the same spirit in future. I always support the decision taken by the association.

It is right time to take up this issue. At the same time we should convey to the administration that we are not hesitating to accept any challenge / work. It's our resentment over the issues only.

Honorarium should be paid on par with UPSC examinaitons. Invigilation duties are to be attended by refusing the present honorarium and refusal honorarium letter be given in advance to divisional head and fact of refusal of honorarium should be reflected in the sanction memos of Divisional head. After taking of assurance of above only we have to attend the invigilation duties.

A well known quote in english says "If you have the will to win, you have achieved half your success; if you don’t, you have achieved half your failure". So it is the time to show our will and full support to the decision taken by the Association. Let us hope this small initiative of AP Circle Association will pave the way for settlement of the IP/ASP issues.
