Letter addressed to CPMG on re-allotments of IP/ASP

A letter addressed to CPMG was given for non consideration of the requests of the senior IPs/ASPs for re-allotments on 13.12.2010:

Sub:- Non consideration of the requests of the senior IPs/ASPs registered by Circle office in Request Register while issuing regional allotments/reallotments to the Inspector Posts(newly selected) and Asst.Supdt Posts – reg

Respected Madam,

This Association would like to bring it to the notice of CPMG that whenever issuing regional allotments to the newly selected IPs/ASPs, first the requests of the senior officials working away from their home regions are being considered according to their seniority in the request register maintained at Circle office and only after issuing re-allotments to the senior officials, regional allotments to the newly selected IPs/ASPs are being issued. This practice and procedure is being followed without any deviation since so many years in AP circle and even the Directorate is issuing circle allotments to newly selected PS Group-B officers only after re-allotting the senior officers to their home circles on consideration of their requests.

But this practise of consulting the request register and considering the requests of senior officials was not observed in recent allotments / reallotments in IP/ASP cadre issued by Circle office. A few instances are mentioned herewith for information of CPMG.

Inspector Posts cadre :-

Vide CO memo.no.ST/2-1/2010 dtd 3.12.2010, allotments to the 12 IP candidates of 2009 batch have been issued and all the candidates allotted to their home regions where as many requests(registered by Circle office and seniority communicated) of senior IPs of 2008 batch and previous batches for Hyderabad City and Vijayawada regions are pending.Three newly selected IP candidates were allotted to Hyderabad City Region and four IP candidates to Vijayawada Region ignoring the requests of the following senior IPs vide Co memo cited above.

1.H.Sarat Kumar From APNR region to Hyderabad city region.

2. Sesha pavan APNR region to Hyderabad city region.

3.Srikanth APNR region to Hyderabad city region

4.Srinivas Naik APNR region to Hyderabad city region

5.B.Ravi Kishore IP Cumbum APSR region to AP Eastern region.

6.G.B.V.N. Prasada Rao, IP Narasannapet AP Northern region to AP North eastern region.

Asst.Supdt Posts cadre:-

1. Sri Md. Asif, ASP(Hqrs), Nandyal in AP Southern region and Sri K. Ramesh Babu, ASP, Kazipet RMS in AP northern region have made requests for reallotment to their home region i.e AP Eastern region and their requests were registered by Circle office at serial number 1 & 2. But ignorning their more than 2 years old requests, Sri M.N. Raju was allotted to Vijayawada Region.

2. 2. Like that, for Hyderabad City Region, the request of Sri A. Mallaiah, ASP, Sangareddy is at serial no.1 in the request register. But his seniority was ignored and allotted junior most who got ASP promotion recently.

Earlier strictly basing on request register seniority only, the requests of the officials for re-allotments were considered which procedure reflects transparency and natural justice in transfers and postings. Madam is well aware that the staff working in all cadres are accepting promotions and joining in the promotional posts far away from their place of choices, in many cases leaving their family and parents behind at their own places, with a hope that they will get reallotment to their place of choice according to their seniority and IP/ASP cadre is no exception to that. But this time, the hopes of those senior IPs/ASPs eagerly waiting for reallotment to their home regions were shattered. In such a case, there is no meaning in maintenance of Request register at C.O and registration of the requests and communication of their seniority to the officials. This type of acts of the Administration are not only causing frustration among the seniors but also demoralising the entire IP/ASP cadre.

Therefore, this Association is requesting kind CPMG to look into this aspect on priority basis, do justice to the senior officials by considering their requests according to their seniority in Request register and cause issue of necessary orders.

in view of the non availability of slots at Postal Training Centres, the IPO training to the newly selected candidates is being delayed, in this scenario, utilizing their services in the vacant posts in their home Region is absolutely a good idea. as far as considering requests of senior IP/ASP is considered, this can be done by posting the newly selected candidates to other Regions after completion of their training.

1) in the past also there are instances where newly selected IPs are posted in Hyderabad City Region.
2) There are some officeres in the IP/ASP Cadre who are working for more than one tenure (even more than 10 to 15 years) in Hyderabad City Region
leaving the above, writing a letter to CPMG on allotment of newly selected IPs to HCR (Home Region0 prior to complection of Training is not fair and also making financial loss to newly selected candidates and further causing unnecessary delay in their posting.
