CWC meeting of our IPASP Association was held at Ambaji (Gujrat) on 16-12-2010. Representatives from all circles except Kerala, Orissa, Himachal pradesh,Assam,J&K, N.E , Uttarakhand and Haryana attended the Meeting and actively participated in the discussions held. From AP circle, besides C.S and C.P, S.prasada rao ASP CO and Y.venkateswarlu ASP siddipet also attended. The details of the important issues discussed are as follows.
- IP Grade Pay issue: GS has informed to the house that file is still pending in the Estt. branch of the Postal Directorate. Not satisfied with the averment of the GS, all members desired to know the efforts made by the association to get the file cleared. It was informed to the house that GS has personally obtained recruitment rules of Income Tax officers and will be supplied to the department to clear the objection in the file and further informed that the proposal of merger of ASP with IP cadre is not getting positive response from the Directorate because they don't want to extend the GAZETTED STATUS to IP cadre. House informed the GS that we can not remain inactive to see the indifferent attitude of the officers in directorate so we should think of some strong trade union action besides examining submission of revised proposal to Directorate on merger of ASP cadre with PSGroup-B to clear the objection of the Dept on Gazetted status. After detailed discussions, it was decided by CWC to 1) submit a fresh proposal for upgradation of GP of IP from Rs.4200 to Rs.4600.2) submit a fresh proposal for merger of ASp with PSS Gr B.On this , a memorandum was drafted in CWC meeting itself for submission to DG Post to attend our demands before 31--01-2011 otherwise association will resort to trade union action. (Copy of memorandum will be published in CHQ blog once it is handed over to DG). It was also agreed to provide full support to CAT case filed by Sh. Permanand. As the case is at advance stage, association can not be party to it now. However after final outcome of CAT case, the association will ensure that decision is implemented early. Any move of the MOF to file SLP or any other hindrance will be looked into by the association and we will move an application if required to be a party to the case. So be prepared for trade union action that can be mass casual leave followed by DHARNA, non cooperation movement, strike etc.
- Postmaster cadre issue: As you all are aware that while implementing decision even concerning IPASP, our association is not being taken into confidence resulting in resentment in the cadre. Para 5(VI) &5(VII) of notification issued by Directorate introducing Postmaster cadre in the postal wing is gross violation of equality, article 14 and 21 of the constitution as different parameter has been adopted for promotion to Sr. Postmaster from HSG-I on the one side and IP on the other side. Thus this case is challenge-able in the court of law. The CWC decided to submit a memorandum to directorate urging that 1) there should not be any effect on the promotion of IPASP against 75% quota presently held by IP line officials and we will not allow any share from 649 posts for promotion by non-selection 2) not to identify HSG I IP line posts for postmaster grade III. After hearing the response, the association will file a case in CAT for which CS Punjab circle has already prepared some ground.
- Revision of honorarium for Exam Invegilation duty : The G.S informed the house that the issue is under active consideration of the Department. The CWC decided to put pressure on Directorate to settele the issue by giving an ultimatum. If not it is decided then not to attend such duties on Sundays & Holidays.
- Restructuring of Inspector, Posts cadre:
CWC decided to take up this issue only after settlement of Grade Pay of Inspector, Posts from Rs. 4200/- to Rs. 4600/-.
5. Regular Promotion to P.S.Group “B”:
A list of 140 officers for regular promotion in to P.S. Group “B” cadre has been issued by the Department on 24.11.2010. CWC expressed its satisfaction over release of list by the Postal Directorate in time, due to frequent meetings with the officers in Postal Directorate by the GS.
6. Allotment of surplus qualified IP candidates for the year 2009:
CWC decided that above issue may be taken up with the Department.
7. MACP Scheme:
It came to notice of the CWC that MACP memo has not been issued by Chhattisgarh and M.P. Circles so far. CWC decided to take up above issues with the Department.
8. Merger of IRM/ASRM Association with our Association:
After detailed discussions, it was decided by the CWC that all members of IRM/ASRM Association may become our members by contacting our respective Circle Secretary in this regard. We welcome them for becoming our members as now, there is only single Association in our cadre recognized by the Department.
9. Supply of Laptops for all the IPs/ASPs
It was informed by the Secretary, Posts in our All India Conference that Laptops will be supplied to all the IPs/ASPs. However, the same has been supplied only to Sub Divisional IPs/ASPs. CWC decided to take up the issue with the Department for supply of Laptops to remaining IPs/ASPs.
10. Non issue of combined All India Seniority List of IPs from the year 1999:
It was decided by the CWC that above issue will be taken up with the Department.

Karnataka Circle informed the CWC that they will hold next All India Conference at Bengaluru during January/Ferbuary-2012. They are making preparations for it. CWC welcomed their spirit.
